How to compile Jperf on windows xp?

Hi,
   I am a JPerf newbie and visit http://dast.nlanr.net/projects/jperf/. It
says:

gunzip -c jperf-<version>.tar.gz | tar -xvf -
cd jperf-<version>
cd jsrc
make
-------------
    But when I type in 'make',the system says:
-------------
Can not excute 'make'.
------------- 
    Can you help me to compile it? Thanks in advance!
