  While this is technically possible it isn't the sort of thing that Cisco
  allows for.  There is no SDK for Cisco IOS.  There is a version of Linux
  that runs on some Cisco hardware which would be one option.

  You  could build a Iperf binary that runs on a Juniper, but it wouldn't do
  you much good because it would only be able to use the management
  interfaces, not the actual router interfaces.
