It can measure the effect of congestion window, but the congestion
window is a property of the sending side TCP internals.

If you are using Linux then the latest versions have tcp probe which
measures cwnd amongst other things and is written by Stephen
Hemminger. This has worked well for me (so good that I have copied for
DCCP!)
