RE: Setting -w on v1.6 Win32 of Iperf
No warnings are displayed at all, so it could well be some Win2K weirdness.
Setting the window size via the registry I guess is only way to make a
change. It's annoying because you have to reboot each time. I don't think
the trick of killing Explorer will reload the TCP parameters.

Iperf checks the Window size set and if it's different from the requested
window size, it prints out a warning. (For example, Linux generally
allocates twice the Window size requested). So, I guess this must be
something peculiar to Win2K that the OS reports the Window size is some
value, but the value actually set is different.
If you're sure no warning is printed out, it's a Win2K problem.
