  I would not be surprised if one site is always busier than the other.  It is
  not hard to imagine a scenario where this happens. Any number of situations
  might cause this: one campus has more computer oriented people, etc.

  The best way to verify this is to see if there are statistics posted
  somewhere about the link utilizations between each campus and the internet
  (the border).
