Snippet from iperf --help:
Client specific:
 -b, --bandwidth #[KM]    for UDP, bandwidth to send at in bits/sec
                          (default 1 Mbit/sec, implies -u)

For a start you're limiting it to 40 Mbit/sec maximum....
