BWCTL 1.1a release

BWCTL 1.1a (BETA) has been released.

BWCTL is a client/server application that adds policy and scheduling to
Iperf. It allows an administrator to basically create an Iperf beacon
that is publicly available but still imposes authentication,
authorization and scheduling. It does this by creating a control
protocol for the negotiation of tests. It then actually executes iperf
on both endpoints.
